Chelmsford WWTP City Re-Rating Assessment

XCG Consultants Ltd. (XCG) was retained by the City of Greater Sudbury to complete a study of the Chelmsford Wastewater Treatment Plant (WWTP) to address various Ministry of the Environment (MOE) Communal Sewage Inspection Report‘s “Action(s) Required”. The study included process capacity evaluations, field peak flow stress testing, and process modelling.

 

The plant consists of three individual extended aeration plants with common preliminary treatment and effluent disinfection facilities. Plants A and B are both circular package extended aeration plants while Plant C consists of aerated reactors with two rectangular clarifiers. The treated effluent is then discharged into the Whitson River. Operational observations of plant performance and a previous study indicated Plant C as the preferential process treatment train significantly contributing to the plant’s consistent performance.

The plant re-rating was carried out based on field clarifier stress testing, for solids loading rate and surface overflow rate constraints, as well as analyzing plant historical operational and performance data. A desktop capacity assessment was completed, and the results were supplemented with the results of BioWinTM process modelling of Plant. The model utilized steady state simulations of various operational scenarios to confirm the biological treatment capacity of Plant C, namely in terms of effluent ammonia and nitrogen.  These parameters were of particular interest to the City due to the limited assimilative capacity of the receiving stream. The results of the field stress testing were also used to confirm the results of the plant capacity assessment.

 

The final outcome from the assessment was a recommended increase in the plant peak capacity rating. Following the study, XCG prepared a successful application for an amended and updated Certificate of Approval. The amended approval satisfied various MOE ‘actions required’ and allowed optimized treatment efficiency, by way of increase to the rated average daily flow capacity of Plant C, and the overall Chelmsford WWTP peak day and peak instantaneous capacities.
