XCG was retained by Infrastructure Ontario (formerly Ontario Realty Corporation) as part of a planning team lead by planning Alliance to assess the existing infrastructure on the Kingston Provincial Campus in Kingston, Ontario, and identify constraints and solutions for future development scenarios. Part of the challenge of this project involved a wide range of existing infrastructure age and three separate development areas. The site currently includes a block of heritage buildings dating from the mid 1800’s, an aging hospital (circa 1950’s) that is slated to be replaced, and a complex of buildings constructed in the 1970’s that are now used to house provincial offices.
Water, gas and sanitary servicing are supplied by Utilities Kingston and electric servicing is provided by Kingston Hydro. There is currently a powerhouse on site that provides steam heating to the hospital and the heritage buildings. A backup generator and step down transformers are located in the powerhouse as well that provide electrical servicing to the entire campus.
XCG completed the preliminary servicing assessment of the existing infrastructure identifying the main constraint for future site development was restrictions on increased sanitary flows due to downstream combined sewer system. It was also noted that the required redundancy of servicing for a hospital setting will also prove challenging in this environment. Conceptual level water demand, sanitary flows and stormwater management scenarios were reviewed as part of the Master and Block Plans prepared as part of this study.
