XCG Consultants Ltd. undertook an Operational Assessment and Optimization Review of the Lake Huron Water Supply System (LHWSS) to ensure that the highest standard and the most cost-effective service is provided to the City of London. The approach used during the study involved a combination of process analysis, interviews with selected key operating, maintenance, administrative and management staff of the LHWSS and the City of London, and interactive workshops.

The study focused on identifying major opportunities for efficiency improvements through changes in process operations, modifications to existing O&M systems and practices, the application of technology and organization change. The opportunities identified included suggestions made by plant staff during interviews and workshops.

 

The outcomes of the study included:
 

  • Assessment of the current performance and efficiency of the LHWSS through a comparison of current operating, maintenance and administrative practices with the “Best Practices” applied by other private and public sector water and wastewater utility operators.
  • Identification of possible future efficiency improvement opportunities applicable to the LHWSS by implementation of the “Best Practices”.
  • Estimation of the possible operating and maintenance (O&M) cost savings achievable through implementation of “Best Practices”, and the costs of implementation.
  • Development of a plan for implementation of those opportunities with attractive payback periods.
