The Ontario Ministry of the Environment (MOE) selected XCG Consultants Ltd. (XCG) to prepare a comprehensive evaluation of the feasibility of water quality trading (WQT) in the Lake Simcoe Watershed. Water quality trading is an innovative strategy utilizing a market-based approach that the Ontario Government is exploring to achieve total phosphorous (total P) goals in Lake Simcoe.
XCG in partnership with Kieser Associates presented an extensive review of North American experience with WQT including many insights regarding the structure and operation of trading programs. A key aspect of the study involved an evaluation of trading feasibility among a number of Lake Simcoe dischargers. The study first quantified the total P loadings/Loadings using the Lake Simcoe Region Conservation Authority CANWET model as well as other data sources originating from current and future wastewater treatment facilities, stormwater discharges from urban areas and polder waters and row cropping in agricultural areas were all estimated. Based on the Province’s proposed Phosphorous Reduction Strategy (PRS) policies the costs of total P control were then developed for each sector. The economic viability of trading was examined with this data. On the strength of this analysis it was concluded that WQT was feasible for Lake Simcoe.
