The Ontario Ministry of the Environment (MOE) published its “Drinking Water System Design Guidelines” in July 1984. MOE’s “Guidelines for the Design of Sanitary Sewage Works, Storm Sewers (Interim), Water Distribution Systems, Water Storage Facilities: Servicing in Areas Subject to Adverse Conditions, Water Supply for Small Residential Developments, Seasonally Operated Water Supplies, Appendices” were published in July 1985.

In the intervening 20 years, the Drinking Water Guidelines were used extensively by design engineers for the design of new works and the evaluation of existing works. Over time, new technologies evolved and were applied in Ontario such as ultraviolet disinfection and membrane filtration. New regulations pursuant to the Safe Drinking Water Act 2002 were released and new Ontario Drinking Water Standards (ODWS) were issued. 

 

Given the changed regulatory framework and the implementation of new technology the MOE retained XCG Consultants Ltd. (XCG), in conjunction with Hydromantis, Inc., to revise and update the existing Drinking Water Guidelines on behalf of the MOE. XCG led the update of the MOE Design Guidelines to consolidate, revise and update the various guidelines that had been developed by the MOE with other guidelines in other jurisdictions, including the Ten State Standards.
