Point Pleasant WTP - Trunk Watermains

| Client: | Utilities Kingston |
| Location: | Kingston, ON |
| Budget: | $150,000 |
| Highlight: | Technical design basis allowed for competitive bidding of three (3) piping material options for large diameter water main construction, all with enhanced corrosion protection measures selected for a minimum 80-year design life. |
Stemming from a master planning study as a Schedule B type project, XCG Consultants Ltd. was prime consultant for the design and tender document preparation for two large diameter Utilities Kingston trunk watermains. To accommodate treated water conveyance and to provide the security of a ‘twinned’ route of supply from a planned future water treatment plant expansion, 740 m of 1200 mm diameter and 1280 m of 1050 mm diameter watermain were designed and constructed. Project works included an analysis of working and transient pressures, custom large diameter watermain valve & meter chamber design, base map production (incorporating site survey and geotechnical information), plan and profile design drawings, and comprehensive corrosion protection measures for an extended pipe design life in corrosive soil conditions.
The tender documents were a coordinated compilation of the technical specifications and client specific front-end documents. For purposes of competitive bidding the piping design parameters and technical and tender specifications were specifically prepared to facilitate the Contractors’ being able carry one of three (3) pipe materials in their base bid: C-301(L) concrete pressure pipe, or C-200 steel pipe, or C-150/151 ductile pipe. Additionally to better ascertain rock excavation volumes at the tender bid stage, rock profiling boreholes were advanced at approximately 20 m intervals along the watermain route. The three lowest submitted tender prices were below the engineering cost estimate; and the construction project award and final completion value was $4 million.
The design and construction of these select trunk watermain sections were accelerated to expedite completion of distribution system upgrades to take full advantage of the future water treatment plant expansion and other system upgrades as soon as they come on line.
