The West Muddy Creek Project Bundle is a collection of projects to reduce or eliminate CSOs and SSOs in the West Muddy Creek basin. The original projects were gray infrastructure including larger conveyance sewers, a deep conveyance and storage tunnel, and High Rate Treatment facilities. One goal of the project bundle was to examine the costs and impacts of including green infrastructure as alternatives to the gray infrastructure. XCG Consultants, Inc. (XCG) contribution to the overall project bundle included flow monitoring and computer modeling to support the development and analysis of grey and green infrastructure alternatives.

Using project flow monitoring data and selected flow data from MSDGC’s internal flow monitoring programs, the Muddy Creek sewershed model was validated for use as an alternative analysis tool. Adjustments were made to the dry weather inflow patterns, the combined sewer and storm sewer runoff catchments, and the infiltration parameters for the sanitary sewer areas.


The validated Muddy Creek model was used to test and size a series of alternatives, which included combining the various elements of gray infrastructure: a deep tunnel intended for storage and conveyance, a deep tunnel for conveyance only, Real Time Control on CSO underflows, enlarged sewers, additional storage units, storm water separation, and High Rate Treatment facilities. The green infrastructure elements were then incorporated into the alternatives analysis and included: permeable pavement, infiltration basins, and dry wells. XCG aided in sizing the alternatives so the green infrastructure capacity matched the runoff volumes produced by the contributing area. Project bundle issues considered included duration of storage, time varying WWTP capacity, wet weather peak flow and timing, storm water separation facilities, and high Ohio River levels. Real Time Control of the CSO underflows was investigated for impacts on the Typical Year overflow volume control and needed infrastructure downstream.
