XCG Consulting Limited (XCG) was retained by Atlas Copco Canada Inc. (ACCI) to conduct Phase I and Phase II Environmental Site Assessments (ESAs) at the commercial/industrial property in Dieppe, New Brunswick. The Phase I and Phase II ESAs were completed for due diligence purposes prior to the continued leasing of the site for continued commercial/industrial operations.

Phase I ESA

XCG reviewed background environmental reports, historic records, and contacted provincial government officials to assess the potential for environmental concern associated with the site. A site visit was completed to review current on-site activities and neighboring properties. XCG prepared a comprehensive Phase I ESA report with detailed conclusions regarding potential environmental concerns and the associated level of risk.

Phase II ESA Investigation

Based on the findings of the Phase I ESA, Phase II ESA activities were conducted, which focused on the assessment of soil and groundwater in the vicinity of an unused oil-water separator system located beneath the main commercial building, and an associated underground waste oil tank, which was reportedly removed from site prior to building renovations being completed in 2000. The Phase II ESA activities included advancement of boreholes, installation of bedrock monitoring wells, and the collection of soil and groundwater samples.

Based on the Phase II ESA investigation, XCG concluded that the potential sources of contamination identified during the Phase I ESA to be associated with the historical on-site operations did not result in significant environmental impact to the site. Although iron was found in soil at concentrations exceeding the Atlantic Risk-Based Corrective Action (RBCA) Tier 1 Guidelines, it was concluded that these elevated iron concentrations were likely related to the naturally occurring metals, at the subject property and/or surrounding properties, or a combination hereof. Given the on-site operations and the land use in the vicinity of the subject site, the presence of elevated iron concentrations in soil was not considered to be a significant environmental concern. Furthermore, the elevated concentrations of iron do not hinder he current or future use of the subject site for industrial or commercial purposes.


XCG worked closely with the client to identify potential issues and liabilities, and put these into perspective within the context of the client’s risk tolerance and the objectives of the transaction.
