Residential Fuel Oil Remediation: Simcoe, Ontario

After over 3 years of remediation activities and stalled progress by a remediation contractor, Dumfries Mutual Insurance wanted a second opinion on a fuel oil leak at a residential property near Simcoe, Ontario. They contacted XCG for a second opinion and asked for a review of the process, the on-going remedial costs and success to date of the remediation activities for the project.

Following a comprehensive review of the remedial status and the on-going remedial cost, XCG recommended that Dumfries adjust the process to a more aggressive and active approach. The adjusted approach included:

• further delineating the fuel oil impacts in soil and groundwater;

• the design of an excavation program that included the installation of helical piles to support an existing garage building prior to removal of the impacted soil below it;

• subcontracting an excavation contractor to remove the impacted source soil below the garage building;

• monitoring the excavation activities and collecting verification samples;

• identifying and overseeing removal of an unknown fuel oil underground                storage tank;

• preparing a summary report of remedial activities;

• preparing a Phase One and a Phase Two Environmental Site Assessment                 Report and filing a Record of Site Condition (RSC) completing the remediation activities.

The project was completed in less than 2 years from start until filing of the RSC and allowed the receiver of the property to place the property for sale. The total project cost was $137,000 of which XCG’s consulting and analytical fees were $40,000.
